Telecommunication Installation Project Manager - Guangzhou - China
1. Purpose of Position

The primary role of the position is to profitably manage and complete the installation of FHub in Guangzhou, PRC. This requires close coordination with the operations side of Field Engineering to ensure proper balance of scheduled work and available resources. It encompasses responsibilities in project management, materials ordering, shipment and delivery and contracts management. Collateral duties include, but are not limited to: weekly progress reports, code compliance, security of CCS materials, equipment and/or personnel, safety operations of CCS and contractor personnel administrative functions relating to billing, invoicing and documentations connected with the installation. Projects metrics and other duties as required by management.

2. Major Responsibilities - Ongoing Tasks:

Function as the primary China-based Project Manager for a major services project in Guangzhou, PRC. Responsible for all aspects of project oversight including:
Scheduling of personnel
Interface with project integrator to set up installation plan and times.
Oversee safety program with regard to CCS contractors
Act as the technical liaison between CCS and FedEx for products slated to be installed into the project site.
Managing supply chain for all required materials and equipment, including procurement and international shipping.
Developing Engineering Installation Plan and project schedule
Managing all project costs within project budget for targeted margin.
Assisting CCS personnel with international travel, including safety, security and access documents and procedures.
Providing daily/weekly status reports to customer points of contact
Preparing project invoicing and approving payment of subcontractors and vendors.
Preparing and submitting Test And Acceptance Reports and final documentation packages, consistent with established expectations
Provide daily oversight for the installation of Fiber Optic and copper systems components as outlined in the contract.
Resolve issues related to work including; product performance, contractor performance, customer changes, local code implementation, submission of required local paperwork to ensure we are compliant with labor or other regulations.
Update project timeline chart utilizing MS Project software and submission of same.
Accurately estimating all subcontractor and project expenses for inclusion in weekly reports expenses
Provide customer notification of all change order requests and submit paperwork for proper approval within China.

Manage contracts associated with assigned project, including agreements with multiple contractors.
Ensure contract terms are acceptable in terms of levels of service commitments
Ensure all required departments review contracts for financial and legal terms, as well as compliance with government requirements as necessary
Take the lead in routing contracts for signature and delivering executed copies to appropriate personnel

Establish strong rapport with customer points of contact in contracting offices and end-user site, as well as subcontractors and other citizens of China with whom close contract will be required.

Perform closed loop analysis of project life cycle in conjunction the US Project Manager and attend scheduled project operations meetings on site in Guangzhou.

Manage any other projects as assigned (besides those for which acting as Project Manager) and execute other collateral duties as assigned.

Provide management and oversight of CCS office space on the project site.

Provide management and oversight of CCS products and property on the project site.

7. Educational and Skill Requirements:

Four year degree from an accredited college or university or equivalent experience in a technically related field.
A minimum of two years of work experience in a field capacity handling and installing optical products.
A minimum of two years of work experience managing optical and copper installation projects, including experience:
Terminating and testing optical cable plant
Terminating and testing copper cable plant
Passive hardware installation
Understanding Bills Of Materials (BOM) and managing the supply chain
Developing Engineering Installation Plans (EIP)
Preparing as-built documentation packages
Scheduling personnel and other resources
Interfacing with multiple internal/external customers
Technical writing ability, with emphasis on effective presentation of detailed concepts.
Strong interpersonal skills to support customer interface, consultative activities and work as part of a CCS team.
Willingness to travel and live in Guangzhou and function as China In-Country Project Manager when required.
Linguistic capability to speak Cantonese is a plus
Outstanding working knowledge of MS Word and Excel are a must. Knowledge of MS Project, Lotus Notes, CAD and/or graphics drawing programs is a plus.
100% fluent in English.
The following attributes are considered a plus:
Negotiating experience
Experience with accounts payable and receivable
Experience developing, submitting, gaining approval and executing change orders
BICSI, Registered Communications Distribution Designer (RCDD) certification or industry professional certification is a plus.

8. Additional Requirements:

Project duration is one (1) year approximately. Could be extended to two years.
Some travel may be required.
Candidate must be able to travel to PRC China and remain on site.
Flexible work hours may be required to allow real-time communication with personnel in China or other foreign countries
